You can also just use a stake and tie the plant loosely to the stake to support the branches with the flowers that will become the fruit I use tomato cages on my pepper plants as well.

Kivi has pointed out all the things I was going to offer. My question becomes, why is tile required? A wooden subfloor is a hassle when using tile. It gets pretty nasty pretty quickly with tiles on plywood.
Adding structure to a wooden subfloor adds cost and time. I'm wondering if tile was a good idea at this point. There are other floors that could have been used that would have been happy over a wooden subfloor Ask why tile is required.
And yes Is this a safety hazard? I've seen elderly clients who couldn't lift their feet high enough to get over a threshold in a doorway. A wonky tile floor is their worst nightmare. Good luck. So the counter guy says yes the counter can itself is rated to support itself for that overhang and that particular run of counter. What about the cabinets and or island itself? A kid or adult hand or heavily lean on that edge and you can pull those cabinets right off the floor. Some cabinet guys barely fasten the cabs together or to the floor itself. So there is more to an overhang than just the counter. All just because it is possible doesn't mean you should do it.
